The Improvement of Reinforced Concrete and DBST Roads and the Construction of Two Chicken Collecting Points and a River Landing Facility in Kampot, Takeo and Kandal Provinces

  1. The Kingdom of Cambodia has received the loan and grant from the International Fund for Agricultural Development (IFAD) and European Investment Bank (EIB) toward the cost of Sustainable Assets for Agriculture Markets, Business and Trade Project (SAAMBAT), and it intends to apply part of the proceeds of the fund to payments under the Contract for the Improvement of Reinforced Concrete and DBST Roads and the Construction of Two Chicken Collecting Points and a River Landing Facility in Kampot, Takeo and Kandal Provinces.
  2. The Ministry of Rural Development (MRD), SAAMBAT, now invites sealed Bids from eligible and qualified Bidders for the works shown in the table below:

a. The Improvement of Reinforced Concrete and DBST Road (P5R15: Phumi Poun-Wat Krapum Chhuk, Length=6.779 Km) in Takeo Province

b. The Construction of a River Landing Facility P5R16 in Takeo Province

a. The Improvement of Reinforced Concrete Road (P5R19: Preaek Khut – Chong Kaoh Kor, Length=4.072 Km) in Kandal Province

  1. Procurement will be conducted through international competitive bidding procedure using Request for Bids (RFB) as specified in the RGC Standard Operating Procedures on Procurement for All Externally Financed Projects/Programs in Cambodia dated 2 December 2019 and under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the procedures of the International Fund for Agricultural Development (IFAD).
  2. Bidders may bid for one or several lots, as further defined in the RFB document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
  3. Interested eligible Bidders may obtain further information and inspect the bidding document

during office hours from 08:00 to 17:00 hours at the address given below.

  1. The bidding document may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 300 or its equivalent in Cambodia Riels 1,200,000. The method of payment will be by cash. The document can be collected in person. No liability will be accepted by the Ministry of Rural Development, SAAMBAT for loss or late delivery.

  1. Bids must be delivered to the address below on or before 15th Auguust 2024 at 09:30 am. Electronic Bidding will not be per Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives who chooses to attend at the address below on 15th Auguust 2024 at 09:30 am.
  2. All Bids must be accompanied by a Bid Security of as specified in ITB 19.
